The growth of the educational system of Prussia and of the former Federal Republic of Germany during the last 200 years shows four regular phases of the expansion of schooling, each followed by a phase of stagnation. Since about 1990, we are again in the middle of a period of stagnation. These long waves of educational growth imply a decrease in educational selectivity accompanied by a thrust of differentiation and individualization of educational careers and the respective periodical integration of the school system.
