N2 - Abstract. The institutional changes, working mode and the composition of cabinets in West Germany are analysed over time. From the findings a classification is developed which identifies the broader parameters of cabinet decision‐making in the Federal Republic. The evidence suggests that the important factors are the formal structure of cabinet and the behaviour of actors in cabinet, most particularly the leadership style of the Chancellor.
