In re-emphasizing the societal and normative function of a public administration, the discourse on Public Value (PV) provides one way of looking at performance in the public sector. Although PV research is flourishing, we still miss empirical studies.
In this paper we provide evidence for basic structures of public value creation from the Federal Labor Agency in Germany. The results suggest a three-part factor structure and a second order factor, indicating a broad notion of performance reflected in different stakeholders.
