This chapter articulates the central argument of the book. It discusses the potentials to advance a cultural approach to sustainable urban development by enabling urban “spaces of possibility” and by linking them to wider institutional (social, cultural, and political) innovations. It takes up the empirical research in the two cities of Hamburg and Hanover, from a selection of cases (most of which were discussed in previous chapters), examining the relations between the cases and the differing policies of the two cities, pointing at the seized or missed opportunities for innovative forms of transversal partnerships through a culturally sensitive urban policy.
