Der Artikel befasst sich mit dem Einfluss von Ressourcenreichtum auf die Entstehung politischer Institutionen. Insbesondere wird das Argument von Pauline Jones Luong und Erika Weinthal untersucht, dass eine Privatisierung des Ressourcensektors zum Aufbau herrschaftsbeschränkender Institutionen führe. Dies widerspricht dem Modell von William R. Clark et al., nach dem eine wirtschaftliche Elite nur dann eine institutionelle Machtteilung gegenüber dem Staat durchsetzen kann, wenn sie über Vermögenswerte mit Exit-Option als Machtgrundlage verfügt. Diese sind im Ressourcensektor nicht gegeben. Die konkurrierenden Erklärungen werden mittels einer theorievergleichenden Fallstudie der Privatisierung des russischen Ölsektors getestet. Die Evidenz stützt das Modell von Clark et al.
