This paper documents the results of a project carried out by students of the Leuphana University Lüneburg. From April to July 2008 the students of Business Law developed guidelines for personnel
controlling of small and medium-sized enterprises. The organizational framework for personnel controlling and selected personnel management ratios are presented from the point of view of economic relevance. This is based on the analysis of the available literature on this subject as well as a survey of
