Germany is a federal republic of 16 states and 82.3 million inhabitants. The general education system includes 9,356,000 pupils, with 668,300 teachers, in 36,300 schools. About 10% of the pupils leave school without completing the lowest level of high school (there are three different levels of high school in Germany). This percentage is much higher in pupils from migrant families. Nearly one-fifth of the population has a migration background and 8.8% are migrants. The unemployment rate is 9.1% (7.1% in the under-25 group) and 18.6% in the migrant population.
