Der große Erfolg des E-Mail-Dienstes basiert auf einer besonders gründlichen Aushandlung sowohl der Funktionen als auch der Gebrauchsweisen zwischen unterschiedlichen Interessengruppen. Technische Spezifikationen bestimmen nicht nur, wie Artefakte funktionieren, sondern auch, wie sie genutzt und kulturell eingebunden werden sollen. Technik ist damit auf einen kulturellen Rahmen festgelegt und verliert seine Gebrauchstauglichkeit, wenn sich dieser Rahmen deutlich verschiebt.
