Akteure, Berater und Beobachter, oder: wie kommt Strategie in die Politik?

As the lack of strategy in politics is rooted in the political system, it cannot be solved by the politicians alone. Professional knowledge on strategy can particularly be brought to politicians by internal advisors who, of course, must be adequately qualified. In contrast, external advisors, scientists and journalists are not involved in the core processes of politics. So, they merely can initiate incremental change by giving strategic inputs.
