Public Value: Ein Kompass für die Führung in der öffentlichen Verwaltung

In diesem Beitrag wird das Rollenbild des Public Value Managers für Führungskräfte in der öffentlichen Verwaltung entwickelt, in dem hergebrachte Grundsätze des Amtsethos und Forderungen des New Public Management produktiv verknüpft werden. Weder ein einseitig unternehmerisch-managerieller Ansatz noch ein historisch gewachsenes Amtsethos scheinen aus sich heraus genügend Orietierungskraft für ein modernes Rollenbild der Führung in der öffentlichen Verwaltung zu besitzen. In diese Lücke stösst die Idee des 'Public Value', die in gewisser Hinsicht den Gemeinwohlauftrag aktualisiert und gleichzeitig eine Rückbesinnung auf die kompetente Ermessensausübung fordert. Es zeigt sich, dass dies zwei Seiten einer Medaille sind.
