In the Agenda 21, the United Nations’ action plan for the next century, local authorities are seen as important maintainers to fulfil the objectives for a sustainable development in the future. Chapter 28 of the Agenda describes them as ‘... the level of governance closest to the people, they play a vital role in educating, mobilising and responding to the public to promote sustainable development’ (Quarrie 1992).
