Problematik der Vorfinanzierung von Bürgerwindparks und Lösungsansätze

Citizen owned wind farms play an important role for the German energy transition. The planning and implementation of these projects challenge the citizens financially. The financial situation during the planning process is a key factor to realize citizen owned wind farms. Due to high investment sums, especially for expert certificates, it is necessary to raise risk capital. After the planning process and the approval referred to German Federal Immission Control Act it is possible to collect the regular equity. Even so the bank loans can just be approved at this time. Following this problem, there is a financial gap during the planning period, which has to be closed. In this paper the possibilities for the prefinancing of citizen owned wind farms
should be developed and discussed to ensure the supply of capital during this time.
