Wie Daniel Bell (1973: 12) feststellte, ist „das axiale Prinzip der modernen politischen Ordnung die Partizipation“ (Übersetzung CW). In der Tat ist es eine der tragenden Annahmen der Modernisierungstheorie, dass die breite Bevölkerung intensiver am politischen Geschehen partizipiert, wenn Gesellschaften jene vielschichtigen Entwicklungsprozesse durchlaufen, die der Begriff der Modernisierung plakativ zusammenfasst. Im Folgenden bezeichne ich die Annahme, dass Modernisierung die politische Beteiligung der Bürger steigere, als die Partizipationsthese. An dieser Partizipationsthese haben sich in den letzten 50 Jahren einige der interessantesten Kontroversen entzündet, die die empirische Sozialforschung kennt. Es ist das Ziel dieses Beitrags, die zentralen Argumentationslinien dieser Kontroversen nachzuzeichnen und im Lichte der verfügbaren Evidenz zu bewerten.
