SOME EMPIRICAL-EVIDENCE OF THE EXPENDITURES CAUSED BY DIFFERENT CATEGORIES OF PERSONS IN THE GERMAN STATUTORY HEALTH-INSURANCE SYSTEM

Taking common statistical data of the German statutory health care system it is not possible to make exact assertions about the health care expenditures of different member groups. Using a regression model, here are presented several estimates of the group specific expenditures. It is often stated that the voluntary members are cross-subsidized by the compulsory members. The econometric results do not generally support that statement. Comparing premiums and expenditures it seems that only voluntary insured women are subsidized.
