The authors examined the struggle to ensure fair competition in regulating access to the limited resources in the telecommunication sector in Europe. The paper explained in great detail the purpose, structure and working process of the ‘2002 telecommunication package’ of the EU. This package was intended to increase harmonisation between member states. The Authors described the three-tiered management hierarchy of the radio spectrum, consisting of the European Commission, the Radio Spectrum Committee and the National Regulatory Authorities, interlinked by the duty to consult and co-operate.
