N2 - The purpose of this study is to evaluate and to know the sustaining factors of machidukuri groups which organized in relation with the "HOPE Plan". We did a questionnaire survey on 200 cities and towns. Throughout the analysis, we pointed out three sustaining factors, which are the leader, well-known their working results to the citizens by the participation activities and the continuous subsidies from administrations. We also clarified that these groups played an important role in the success of machidukuri by "HOPE Plan".
