Radverkehrsförderung 3.0 verfolgt das Ziel, ein neues Level dieses
Politik- und Planungsbereiches zu erreichen. Prägende Elemente sind:
Barrierefreiheit (Beseitigung physischer und verkehrsrechtlicher Hindernisse), Flächendeckung (statt Orientierung an vermeintlichen Hauptrouten), analoge Netztransparenz für "Radschönrouten" durch Wegweisung von Verbindungen abseits der Radwege entlang von Hauptverkehrsstraßen, digitale Netztransparenz via OpenStreetMap-Dateneingabe (weil die Algorithmen der Fahrradnavigationsprogramme darauf zugreifen), Aktivierung der Öffentlichkeitsarbeit. RVF 3.0 soll mithilfe der Bundesförderung modellhaft in Stadt und Landkreis Lüneburg umgesetzt werden.
