Das Projekt verfolgt das Ziel, Berufstätige aus Kommunalverwaltungen, der kommunalen Wirtschaft und der Kommunalpolitik problemorientiert und praxisnah über den neuesten Stand des kommunalen Umweltschutzes weiterzubilden. Dazu mußte ein didaktisches Konzept erarbeitet sowie Lehrmaterialien entwickelt und erprobt werden. Projektbegleitend wurde eine Evaluation durchgeführt. Das Projekt ist abgeschlossen, der Fernstudiengang wurde an der Universität Lüneburg institutionalisiert.
