This paper presents a new model for the distinct measuring of complexity in program structures. Primarily it intends to judge and to quantify the 'structural quality' of software by suitable indicators, which the model uses as separate profile figures on different levels of consideration. Since all indicators are derived from simple concepts the model may easily be used in software practice. It allows comparisons of alternative program designs and program-based structures with several high-quality formal software rules.
